    Although formally established as a Township in , Middletown Township was well established ten years earlier, when William Penn and his surveyor, General Thomas Holme, laid out the City of Philadelphia. In , Bucks County was divided into five townships Middletown, Makefield now Upper and Lower Makefield Buckingham now Bristol Borough and Bristol Township, Falls, and Salem now . The Illinois Constitution of gave voters in each county the opportunity to adopt Township Government. By , the first township governments began operation. Today, 85 of Illinois counties operate under the township form of government and the 1, townships serve more than 8 million citizens. Functions of Illinois Townships.
